Sebastian Chwałek was born on 2nd May 1977 in Kraków. He is a graduate of the Faculty of Law and Administration at the Jagiellonian University. He started to pursue a doctoral degree at the Faculty of Law and Administration at the Łazarski University in Warsaw in 2013
He was the head of the Legislation and Analysis Team at the Office of the Law and Justice Parliamentary Club between 2005 and 2007 . He was a Counsel of the Prime Minister and the head of the Department for Parliamentary Affairs of the Chancellery of the Prime Minister in 2007, cooperating with the late Deputy Prime Minister Przemysław Gosiewski. Between 2005 and 2015, he was a deputy director of the Office – Head of the Legislation and Analysis Team at the Law and Justice Parliamentary Club.
On 18th November 2015, he was appointed as Undersecretary of State at the Ministry of the Interior and Administration. On 10th May 2017, he was appointed the Secretary of State at MIA and Governmental Plenipotentiary for Repatriation Affairs. Furthermore, during his service at the Ministry of the Interior and Administration, he was involved in the issues of public administration, including supervising voivods and cooperating with local governments.
He was also responsible for legal and legislative matters, as well as issues related to religious denominations and national minorities. He also supervised the departmental health service and the activity of the citizenship and repatriation department.
On 22nd January 2018, he was appointed as the Deputy Minister - Secretary of State at the Ministry of National Defense.
